MAY 2010 ANNOUNCEMENTS
1.Low Volume Roads - Again this year this legislation is before the NYS Senate and Assembly. Erica Heintz, the Executive Director of the Legislative Committee on Rural Resources has recently contacted the Tug Hill Commission to ask for support for the legislation from the commission and its municipalities. Agreements are in place for the current language in the bill from Farm Bureau, NYS Ag & Markets, the Association of Towns and the Association of Highway. We are asking our communities to consider passing a resolution to support this legislation. A copy of the sample resolution and officials to send the resolution to are available from your circuit rider. We are also asking you send us a copy as well.
2. New Regulations for Retirement Reporting for Elected & Appointed Officials - An informational session for town and village officials will be held at the McLaughlin Student Center, HCCC from 6:30-8:30, Thursday, June 3, 2010. The session is being sponsored by the Local Government Education Committee for Oneida and Herkimer Counties and MVEDD. Kevin Murray, a director for the NYS Retirement System will be the speaker. Please look for registration information in the mail and the fee to attend is $15.
3. NYS Retirement Regulations - The NYS retirement system has adopted guidelines and regulations that became effective August 12, 2009. The goal of these new regulations (NYCRR 315.4) is to be clear, fair, and enforceable for members and their employers in the NYS retirement system. The new regulations require:
•· Three month record of activities by the worker •· Resolution of the governing board that includes the standard work day, term of office for each official and number of days to report per official •· A posting of the resolution by the municipal clerk for 30 days •· The resolution and certification that the record was maintained and received by the municipal clerk must be sent to the NYS Comptroller's Office. Additional information, a copy of the sample resolution and posting requirements and a sample for the affidavit for posting are available from your NOCCOG circuit rider. This information needs to be submitted to the state by June 30, 2010. 4. Assistance to Fire Fighters Grant - The U.S. Department of Homeland Security Assistance to Firefighters Grant (AFG) program is offering a grant this spring. The Department of Homeland Security posted the FY2010 Assistance to Firefighters Grants (AFG) Program Guidance on the AFG Website. The application period began on Monday, April 26, 2010. Applications for these grants must be received by Friday, May 28, 2010, at 5:00 p.m. The AFG program provides resources for training, first responder health and safety programs, and response equipment and vehicles. The 2010 Assistance to Firefighters Grants (AFG) remains largely unchanged from the previous year's program. In 2010, the program will remain focused on firefighter life and safety as well as the safety of the public the firefighters serve. Applicants who demonstrate that their request will have a direct effect on life and safety will receive the highest. 5. DEC Accepting Applications for Volunteer Fire Assistance Grants-Funds to Assist Rural Fire Departments -Applications are now being accepted for federally-funded "VolunteerFire Assistance" grants. These grants help rural fire departments enhance their wildfire fightingcapabilities. The grant program is funded by the U.S. Forest Service and administered by DEC. Eligibility expenses are those directly related to fire suppression efforts. These include the purchase of portable pumps, portable backpack pumps, hand tools, hoses, light-weight fireproof clothing (Nomex), hard hats, turnout gear, portable radios, generators and dry hydrants. Expenditures not directly related to firefighting, such as acquisition of land, construction of buildings and facilities, major apparatus purchases and maintenance items are not eligible for funding. Preference will be given to fire departments that have not received funding in the past five years under the Volunteer Fire Assistance/Rural Community Fire Protection Program. 7. NYS Archives Grants- There is some good news for municipalities that are recipients for the 2009-2010 grant year. Given the significant delays in disbursements for this year, a six-month extension (through December 31, 2010) for any 2009-2010 LGRMIF grant projects currently is available. Please note that this extension will not be automatic, but may be obtained simply by completing the questions that follow below, responding via email to archgrants@mail.nysed.gov no later than May 31, 2010.

8. Training for Planning Board and ZBZ Members -The Town of Schuyler in Herkimer County is holding it annual training for Planning Board and ZBA members from 6:00pm -10:00pm on Wednesday, June 2. The training will be held at the Schuyler Town Hall, 2090 State Route 5, Utica, NY 13501.
