1. Tug Hill Commission Community Survey and Forums - Seven community forums were held at various sites around the Tug Hill area in May and June to gather public comments on the results of a region-wide survey conducted this spring. The forums included one held in Boonville in May and one in Lee in June. The purpose for the survey was to learn attitudes about the area from residents and land owners about a variety of quality of life issues.  If you were not able to attend one of the forums, the full survey report is available online on the Tug Hill Commission‘s website:  http://www.tughill.org/.  A paper copy of the survey report can be obtained by contacting the Commission office by phone-1-800-785-2380 or by email.  A report summarizing comments at the forums, as well as other related items, will be available from the Commission be the end of July.

2.  Salary Survey - NOCCOG will be doing a salary survey again this year.  Town and Village clerks will be contacted the end of July by mail to provide this information to Gerry Ritter.  All the information will be entered into an excel spreadsheet and will be available by early September to all NOCCOG Towns and Villages.  A copy of the completed information will be sent to the Supervisor or mayors as well as the municipal clerks.

3.   Municipal Budget Workshop -   A workshop will be offered by the Local Government Education Committee on Tuesday, August 25th, from 7:00 - 9:00 pm at Kunsela Hall on the campus of SUNYIT in Utica. Laird Petrie from the NYS Comptroller's Office in Syracuse will presenting a session on the Fundamentals of Municipal Accounting and will center on accounting for towns but it will be helpful for villages.  The fee will be $15.  The workshop flyers will be mailed in late July.

4. Website to Compare Per-Capita Spending  -  New Yorkers can now compare and evaluate per-capita spending and tax rates for counties, towns, cities and villages using a new online database developed by The Business Council's Public Policy Institute and the Manhattan Institute's Empire Center for New York State Policy. The Benchmarking New York tool includes per-capita spending and tax totals for 16 categories as well as effective property tax rates and debt levels. The database includes information for 1,604 localities. 5.  Summer Training Courses For Planning Board and ZBA Members - The Association of Towns of New York State, NYCOM and the New York Planning Federation are sponsoring training sessions for planning boards and ZBA members in July and August. The session will be held at Albany Law School, Albany, Thurs., July 23, 8:45 a.m. -3:45 p.m.  and at Onondaga Community College, Syracuse, Tues., August 4, 8:45 a.m.-3:45 p.m. Courses to be offered include: Ethical Considerations for Planning and Zoning Officials; The Open Meeting Law, Minutes and Meeting Procedures: What Every Zoning Board of Appeals and Planning Board Member Needs to Know; Building the Case: Preparing the record for Decisions; and The Site Plan Approval Process. The registration fee for members is $70.00 (pre-registration) $80.00 (at the door). Non-member registration fee is $80.00 (pre-registration) $90.00 at the door. 6. Training Videos Available on Department of State Website - Two videos are now available on DOS website for training planning and zoning boards and are viewable with either Windows Media Player or Real Media Player. If approved by the local municipal board, these videos can be used toward the four hours per year training requirement of planning officials. 7. Local Government Training Clearinghouse Now Online -The New York State Office of the State Comptroller (OSC) has launched the Local Government Training Clearinghouse. The Training Clearinghouse is a searchable training database that is hosted on the OSC website. It allows local officials to search and find detailed information about various training events, visit the website of the organization sponsoring the training, and register. Site visitors can view the entire list of upcoming workshops or they may search the list by intended audience, month, location, or sponsor. 8. Funding Available to Great Lakes Communities - Towns and Villages in the Oneida Lake Watershed, the Black River Watershed, the Salmon River Watershed and the Sandy Creek Watersheds should be eligible for funding for potential projects included in the 2010 Great Lakes Restoration Initiative. To accelerate the restoration of the Great Lakes, the proposed 2010 federal budget includes a new $475 million inter-agency initiative to address issues that affect the Great Lakes, such as invasive species, non-point source pollution, and toxics and contaminated sediment. State officials feel that over $64 million will be earmarked for projects in NYS. The initiative's goal is to direct funding to the protection and/or restoration of the following focus areas:

  • Toxic Substances and Areas of Concern
  • Invasive Species
  • Nearshore Health and Nonpoint Source Pollution
  • Habitat and Wildlife Protection and Restoration
  • Accountability, Monitoring, Evaluation, Communication, and Partnerships            

Start thinking now about potential projects your community might be interested in pursuing funding for. If you would like some assistance in moving a project forward, please contact the natural resources staff at the Commission, (888) 785-2380.  These funds will not be directed toward water infrastructure programs that are addressed under the Clean Water or Drinking Water State Revolving Fund program.

9.  Governor David A. Paterson recently announced the launch of an energy efficiency clearinghouse website (http://www.nyserda.org/clearinghouse), which will provide information on State-funded energy efficiency programs available to schools, hospitals and local governments. The Governor called for the creation of a single point of access to information on all State-run energy efficiency programs for schools, hospitals and local governments in his 2009 State of the State Address. There are no new programs, just a central site for various existing programs.

10.  Department of State Grant & Workshops  - A series of public information meetings have been scheduled regarding the availability of grant funds through the NYS Department of State. There is no fee or pre-registration for these workshops.   A workshop will be held July 21, 2009, 9:00AM to 2:00PM,  NYS Office Building, 207 Genesee Street, Utica, NY  and July 22, 2009, 9:00AM to 2:00PM, Jefferson Community College, 1220 Coffeen Street, Watertown, NY

All public meeting locations will include workshops for the following programs:

      * Brownfield Opportunity Areas Program (Continuous open enrollment)

      * Environmental Protection Fund Local Waterfront Revitalization Program (Application Deadline: September 16th)

        * Shared Services and Local Government Efficiency (LGE) Grant Program (Application Deadline: September 23rd)

      * LGE High Priority applications that have multiple deadlines throughout the program year

Please note new this year are planning grants in each of the regular program areas.  Planning grants will be separate categories (Park planning, Historic Preservation planning, etc.) and will use the same scoring system with the same 50% match requirement.  They  must be for specific project plans.  For example, a detailed park plan or structural assessment or restoration plan for a historic structure or public fishing dock is eligible. Comprehensive recreation plans or open space plans are not eligible.
